Press Release 02-01-2003

PIPFPD, India chapter expresses strong disapproval of the decision of Government of India to restrict the movement of Pakistani nationals visiting the country to 3 places from 12 at present. In response to the Minister of State for Home Mr. Vidyasagar Rao’s statement on behalf of the union home ministry, the Indian chapter of the Forum expresses its concern over any such move, to further restrict the mobility of Pakistani citizens in India. This, as we understand, would only stifle the civil society’s attempts at reuniting the peoples of India and Pakistan, through people to people dialogue and peace initiatives.

The ground for this, as expressed by the minister, is to prevent Pakistani nationals from taking part in anti-India activities. Expressing concern over increasing cases of Pakistani nationals overstaying or going underground in India, the minister also said that the state governments have been empowered by the Centre to identify, nab and deport those Pakistani nationals who were staying in the country beyond the time permitted in their visas or had gone missing.

We also take strong exception to the comment of the minister: "You need only one Osama bin Laden to cause a disaster". These kinds of irresponsible statements from people holding high positions would only help in branding innocent citizens of a country as ‘terrorists’ thus thinning the possibility of peace in the sub-continent.

We also reiterate that this move by the NDA government would only sabotage the demilitarization step it had initiated in November. These steps amount to fueling the confrontation between the two countries at the cost of ordinary people, may of whom have legitimate humanitarian reasons to travel to the neighboring country.

PIPFPD therefore calls upon both governments to facilitate travel between their countries- by road, rail and airways.
